Members of the Green River Valley Cattlemen’s Association convened at the Moose Creek Catering building Saturday afternoon to learn about and discuss issues of importance to the cattle industry and public lands livestock grazing.

Jim Magagna of the Wyoming Stock Growers Association spoke to members of the association about state and federal issues that may impact cattle producers in western Wyoming. One such bill that recently passed in the Wyoming Legislature is one prohibiting the intentional feeding of elk. The bill provides for some exceptions, including normal agricultural practices.

Angus McIntosh, Ph.D. gave a presentation "Evaluation of rangeland resources: A property rights appraisal perspective." McIntosh’s presentation took producers through a review of various federal legislation in place since western settlement, addressing everything from stock trails, to easements for water conveyances.

McIntosh is a former associate of the late property rights advocate and Nevada rancher Wayne Hage. Hage and his wife, the late Helen Chenoweth Hage, achieved fame in property rights circles for a dispute with the federal government that lasted nearly two decades. Hage worked his way through the federal court system, eventually having his case fully considered in federal claims court. Although Hage eventually won a favorable ruling in the case, he passed away from cancer before the decision was issued. His wife Helen died a few months later in a traffic accident on a rural road.
